10 Things to Know About the Drunk Driving Prevention Technology Provision in the Infrastructure Bill

Congressional approval will result in state-of-art smart technology in all new cars to eliminate drunk driving

A key provision in the U.S. Senate’s bipartisan Infrastructure Investment and Jobs Act, if passed, would lead to a new national safety standard requiring state-of-the-art smart technology in all new cars that would ultimately eliminate drunk driving. A similar provision is included in the U.S. House-passed INVEST in America Act.

This comes as the National Highway Traffic Safety Administration (NHTSA) reports alcohol-related traffic deaths rose by 9 percent in 2020 despite vehicle miles traveled plummeting by 430 billion miles. Additionally, drunk driving is costing the U.S. economy $120 billion a year.

Passage of this legislation would be the most significant, lifesaving public policy victory in MADD’s 41-year history,” said MADD National President Alex Otte. “It would mark the beginning of the end of drunk driving.”

Here are 10 things to know about the drunk driving prevention tech provision:

  1. The National Highway Traffic Safety Administration (NHTSA) would initiate a rule-making process.

The legislation gives NHTSA three years to evaluate technologies and set the standard for impaired driving prevention technology on all new vehicles.

  1. Automakers would be given two to three years to implement the new standard.

New cars equipped with the NHTSA-directed technology could start rolling off the assembly line in 2026-2027.

  1. Advanced passive technology systems to prevent drunk driving already exist or are in development. 

MADD documented in a Request for Information (RFI) response to NHTSA in May 2021 that 241 advanced drunk and impaired driving prevention technologies exist. Many of them could be deployed today.

  • Driving performance monitoring systems that monitor the vehicle movement with systems like lane departure warning and attention assist;
  • Driver monitoring systems that monitor the driver’s head and eyes, typically using a camera or other sensors;
  • Passive alcohol detection systems that use sensors to determine whether a driver is drunk and then prevent the vehicle from moving.

Driving performance and driver monitoring systems could be beneficial not only to prevent drunk driving, but to detect other dangerous behaviors that lead to crashes such as drowsy driving, distracted driving, and even medical emergencies.

  1. Passive alcohol detection systems are not simple breathalyzers or ignition interlock devices.

This smart technology has no relation to police breathalyzers or to ignition interlock devices that require a motorist to actively blow into a device. Advanced alcohol detection systems use sensors integrated into a car that passively determine if the person behind the wheel is drunk.

  1. Research supports technological solutions to end drunk driving.

More than 9,400 lives could be saved annually if all new cars have drunk driving prevention technology as standard equipment, according to the Insurance Institute for Highway Safety.

  1. The technology should be mandated, not voluntary, as standard equipment in all new cars.

The auto industry has the resources and expertise to make safety advancements like drunk driving prevention a reality, much the same way it has used its R&D prowess for self-driving vehicles, electrification and many safety innovations.

Some examples:

Volvo

Volvo has been adding in-car sensors and cameras to its vehicles, aimed at enhancing safety by monitoring drivers for signs of intoxication and distraction, then intervening to prevent crashes. It made the following announcements in March 2019.

Nissan

Nissan unveiled a new concept car in 2007 with multiple preventive features against drunk and impaired driving. It used alcohol odor sensors, facial monitoring and vehicle operational behavior to detect driver impairment.

Toyota

Toyota announced a drunk driving prevention system in 2007 with hopes of having it in cars by the end of 2009. The technology was described as a fail-safe system using sensors to detect the bodily presence of alcohol or impaired behavior.

  1. The timeline is reasonable.

MADD is confident the timeline can be met with existing technologies and those currently being developed. For example, one technology entity that is pursuing DUI-prevention technology, The Driver Alcohol Detection System for Safety (DADSS), states that their current timeline for use in consumer vehicles is by 2024 for the breath system and 2025 for the touch system. This timetable for installation in cars is well within the statutory and regulatory timeline specified in the pending congressional legislation.

  1. MADD is neutral on the technology options.  

As MADD documented in a Request for Information (RFI) response to the National Highway Traffic Safety Administration (NHTSA) in May 2021, there are many potential technologies to prevent drunk driving. As soon as any one solution is proven effective, it must be introduced and implemented immediately as standard equipment in all new cars. If additional drunk driving prevention technologies are proven effective, they should be implemented subsequently.

  1. MADD is spearheading this bipartisan effort.

The House bill is championed by Reps. Debbie Dingell (D-MI), David McKinley (R-WV) and Kathleen Rice (D-NY). The Senate bill is led by Senators Ben Ray Luján (D-NM), Rick Scott (R-FL), Gary Peters (D-MI), and Shelley Moore Capito (R-WV).

Provisions from the Senate bill are now included in the bipartisan Infrastructure Investment and Jobs Act that the full Senate is considering now. Similar provisions are included in the House-passed INVEST in America Act.

  1. American consumers strongly support Congressional action.

According to a recent nationwide poll conducted by Ipsos for MADD, 9 of 10 Americans support technology that is integrated into a car’s electronics to prevent drunk driving (89% say it is a good or very good idea), while 3 of 4 (77%) back Congressional action to require this technology in all new vehicles. More broadly, 8 of 10 (83%) believe that new auto safety features should be standard in vehicles as they become available, not part of optional equipment packages.

JEWISH COMMUNITY FOUNDATION OF LOS ANGELES AWARDS $1 MILLION IN GRANTS TO ADVANCE EDUCATION EQUITY

Seven Local Nonprofits in Communities of Color Receive Support for Programs to Address Education Equity, Provide Resources for Success

­­­­­­­­­­­­­­­­The Jewish Community Foundation of Los Angeles (The Foundation) today announced it has awarded a record $1 million to seven local nonprofits that address issues related to education equity.

The funding supports community-led organizations that connect students with strong mentors, focus on the specific needs of young people of color, increase access to health services for students of color and their families, and empower students to advocate for their educational needs.

The distributions are part of the institution’s General Community Grants which focus on high-priority social issues locally. In recent years, these grants have addressed homelessness, overcoming barriers to employment, human trafficking, as well as sexual and domestic violence.  This new round of awards also builds upon The Foundation’s Racial Equity Grants given last year.

The recipients of this year’s awards – a new record-high for General Community Grants and a 66 percent increase from 2019 – are Antelope Valley Boys & Girls Club; Bridge Builders Foundation; EmpowHer Institute; Girls Club of Los Angeles; Heart of Los Angeles Youth Inc.; Social Justice Learning Institute; and Special Needs Network.

Foundation President and Chief Executive Officer Marvin I. Schotland stated: “The pandemic has exacerbated existing inequities in our education system that disproportionately affect students of color who lack the resources to successfully learn remotely. This only widens an already-existing education gap which will result in a significant learning loss that will take years to address.”

He continued: “The Foundation selected these outstanding programs recognizing that those closest to the communities they serve are best able to understand and respond to their needs.  All of these recipient organizations are based in communities of color with demonstrated track records of service, and strong, impressive leadership.”

Beyond grant funding, The Foundation works closely with grant recipients to offer additional support including professional development, technical support, and referrals to other funders in its network. “We believe that money alone will not solve the pressing issues facing our communities,” said Mr. Schotland. “That’s why we proudly invest much time and energy engaging with our grant recipients and providing resources to help them strengthen their organizations and reach their goals.”

As part of its process to identify the recipients, The Foundation consulted with leading funders and experts in the field.  This included the participation of Kaci Patterson, who leads the Black Equity Collective and who helped guide the review of prospective organizations.

About the Grant Recipients

  • Antelope Valley Boys & Girls Club helps young people ages 6-18 years old to reach their full potential through youth development programs that emphasize career and academic preparedness, healthy lifestyles, character, and good citizenship. Grant funds will expand Project Learn – the Club’s education and enrichment programming – increasing program hours and reducing staff-to-youth ratios at its two main program sites.
  • Bridge Builders Foundation (South Los Angeles) is a primarily volunteer-led nonprofit that provides educational and socio-emotional support to youth of color, particularly Black young men and boys, through its strong mentoring network, tutoring, scholarships, and focus on STEM education. Grant funding will support the growth of its Thriving Under the Influence mentoring program from three to five school site partners, expand staffing, and provide for mentor training, program supplies, and field trips.
  • EmpowHer Institute (Westchester) provides academic support, training, and mentorship to enable marginalized girls and young women to become confident, to break the cycle of poverty, and to be prepared for college and careers. Grant funding will support the expansion of EmpowHer Girls Academy and EmpowHer Leaders Academy, doubling its reach.
  • Girls Club of Los Angeles is an established community center that enriches the lives of underserved, at-risk boys and girls, youth and families through early education, youth development, and community outreach. Grant funds will expand the number of children served, support developing and implementing trauma-informed practices into its curriculum and, in turn, train educators at 14 early childcare centers in its Early Learning Alliance Network who serve about 3,000 children.
  • Heart of Los Angeles Youth Inc. is one of the premier community centers providing underserved youth in the MacArthur Park/Rampart District with high quality afterschool programs in academics, arts, athletics, and family resources. Grant funds will support program growth at a new Lafayette Park location with the capacity to nearly double the number of youth and families served each year.
  • Social Justice Learning Institute (SJLI) is dedicated to improving the education, health, and well-being of youth and communities of color. SJLI works with schools to offer its evidence-based Urban Scholars program, which supports and empowers young men of color to succeed in school and advocate for change in their communities. Grant funds will be used to support the expansion of the Urban Scholars to new sites across Los Angeles.
  • Special Needs Network addresses the needs of underserved youth and families of color in South Los Angeles struggling to raise a child with developmental disabilities. Grant funds will support expanded outreach, engagement, early intervention, and parent/caretaker training as it launches its new Center for Autism and Developmental Disabilities (on the Martin Luther King, Jr. Community Hospital campus) and, through a partnership with the L.A. Unified School District, improve access to disability services for South L.A. children, students, and families of color.

The Scottish government has announced that it is welcoming American travelers back to experience the spectacular scenery, pristine wilderness, and distinct culture of Scotland. As of Monday, August 2nd, fully vaccinated tourists from the United States were again permitted to visit, what many consider, one of the most beautiful countries in the world.

Fully vaccinated travelers from the US and much of Europe will no longer be required to self-isolate upon arrival, and a PCR test on day eight will not be necessary. Travelers must still produce a negative test prior to departure, and a negative PCR test on day two after arrival.

In addition to welcoming back American travelers, the Scottish government has announced that as of August 9th, legal requirements for physical distancing and limits on gatherings will be lifted, and that all venues across Scotland will be able to re-open. Although some protective measures will remain in place, this announcement indicates a significant return to normalcy, and a milestone moment for Scotland.

LA ART SHOW’S SPECIAL SUMMER EDITION CELEBRATES MAJOR SUCCESS WITH RECORD SALES FOR MANY PARTICIPATING GALLERIES

The Return to Live Art Fairs with COVID-Conscious Guidelines Limited Attendees But Double Sales

Among the first events to return live, this weekend the LA Art Show wrapped a socially distanced special summer edition of the fair with half the attendance but double the sales. Galleries, art dealers, curators, collectors, and art lovers masked up and made their way to Los Angeles Convention Center this past weekend to surround themselves with arts and culture, marking the first time in 18 months for some visitors.

Utilizing 150,000 square feet, new director Kassandra Voyagis was able to create an airy show with room to roam. In past years, as one of the most popular art fairs, the LA Art Show has hosted 65k guests, showcasing up to 150 galleries and museums from around the globe. Protocols for 2021 included wide aisles, clean air circulation, mandatory masks and limited total attendance of 30k art lovers over the course of 4 days. However, the decreased capacity certainly did not diminish the experience.

The event kicked off with a visit from Mayor Eric Garcetti, celebrating both the return of the show and the 50th anniversary of the Los Angeles Convention Center, followed by a successful opening night complete with red carpet. The celebration was hosted by international pop star Rita Ora in conjunction with St. Jude Children’s Research Hospital® for a celebration of art and charitable components. The excitement was palpable, with an air of festivity from the outfits to the assumed smiles under everyone’s masked faces. The exhilaration continued throughout the weekend, heightened by a surprise visit from Arnold Schwarzenegger to the delight of the galleries.

The excitement of this year’s show was evident from the moment patrons stepped foot on the show floor, where they were instantly met with an NFT introduction, bringing live NFT sales to a consumer market. This presence is thanks to Vellum LA, the first physical gallery for NFT-backed digital art in Los Angeles ahead of their launch in September, and SuperRare, the leading and most trusted NFT marketplace for digital art. The strictly NFT gallery highlighted the most exciting female artists currently in the digital space, with their brand new show Sea Change. In a partnership with SuperRare as the LA Art Show’s official NFT marketplace, live NFT auctions were accessible to everyone on the floor, creating an exciting energy from the get go. Eight of the twelve artists sold beyond their reserve with a total Vellum LA and SuperRare sales of over $247,000. Additionally, Vellum’s technology partner StandardVision released their newest product Luma Canvas to great interest and even a sale of this first ever museum-grade LED display for digital art and NFTs, ushering in the art screens of the future.

Traditional galleries also had quite a busy weekend full of sales. Arcadia Gallery, one of the galleries returning to the show for another successful year, sold 65 pieces, a pleasant surprise for the veteran participant. Rehs Galleries, a New York based institution, was overwhelmed by the sales of the weekend, noting that every buyer was a new buyer. In fact, most galleries noted strong sales to new collectors, establishing meaningful connections with an entirely new clientele. Local favorite, Simard Bilodeau Contemporary said each of their artists sold a piece if not multiple, marking a successful weekend for their artists. Copro Gallery, known for their steeped history in lowbrow and pop surrealism was overwhelmed with sales, thrilled by the unexpected rush. 14-year-old Tex Hammond, nearly sold out of his work on display at Acosta Arts, an incredible feat for any artist, let alone the youngest to ever exhibit. Other galleries with stellar sales include Jane Kahan Gallery, Aibo Gallery, Abend Gallery, Peri Art, and first timer from Paris, Spaceless Gallery.

Continuing the many successes of the weekend, Citibank returned with an important presence at the show. Not only did they create a beautiful physical space, but they extended the reach of the fair to those unable to attend with a series of virtual gallerist talks. Each of the four featured galleries–the aforementioned Simard Bilodeau Contemporary, Caldwell Snyder Gallery, Pigment Gallery, and Rebecca Hossack Gallery – joined the other exhibitors with high sales and exposure.

This special LA Art Show Summer Edition was the idea of new director, Kassandra Voyagis. Having been met with such success and resounding positive feedback from visitors and exhibitors alike, the show organizers couldn’t feel more hopeful about the state of art fairs post-pandemic. Those who missed the show, or who attended and are already experiencing LA Art Show withdrawals, do not have to wait long. The LA Art Show returns January 19-23, 2022 meaning there’s less than a six month wait!

ENGLAND’S HECKFIELD PLACE GEARS UP TO WELCOME AMERICANS

Heckfield Place, the award-winning Georgian manor estate turned luxury hotel in Hampshire, England, has announced an Autumn Equinox celebration this September to allow guests to reconnect with nature on the bucolic estate. The events are perfectly timed following the UK’s reopening to vaccinated American travelers, who can enter without quarantine as of this week.

Set in its own 438-acre estate of ancient woods, lakes, working farmland and gardens, the 18th-century property located just an hour outside London is the ideal oasis to embrace nature. Earlier this year, Heckfield Place’s Market Garden achieved 100% biodynamic certification, becoming the very first hotel in the United Kingdom to receive this designation. Heckfield’s fully organic Home Farm now provides in myriad ways for the hotel: from flowers, to rotating arable crops and organic produce that inspire the seasonal menus at the hotel’s restaurants Hearth and Marle, led by Culinary Director Skye Gyngell, who champions a root-to-plate ethos.

The Art of Preservation by Heckfield Kitchen: Heckfield’s Development Chef Dor Harel will demonstrate how to make creations such as chutney, kimchi and preserves using ingredients from the Heckfield orchard, the biodynamic Market Garden and around the estate.

Foraging: The hunt for mushrooms and wild food with Fergus the forager
Professional forager Fergus Drennan will take guests through the Heckfield Estate to search for the season’s pick of wild autumn foods, while learning to safely identify and gather fungi, as well as hedgerow leaves, fruits, nuts and roots.

September 19
Wild swimming talk and dip with Dip Advisor’s Ella Foote: Ella Foote, a swim instructor, explorer and editor, will share stories behind “wild swimming” and lead guests on a dip in the Lower Lake on the Heckfield Estate. The event will finish with a three-course set menu, using the freshest ingredients of the day, in Heckfield’s farm-to-table Marle Restaurant.

Other activities perfect in the autumn include guided walks around the estate, hiking around the nearby Bramshill Forest, biking to one of the local country pubs, bird watching in the woods and a forest bathing excursion. Local excursions that the Heckfield Place team can arrange include horseback riding at the Duke of Wellington’s estate, a round of golf at Bearwood Lakes Golf club, and wine tasting at the eco-friendly Hattingley Valley winery, which specializes in sparkling wines. Guests looking to challenge themselves can try out Heckfield’s Farm Fit circuit-based training using equipment found on the farmland, such as tyres, weighted milk churns, ropes, hay bales, logs and sandbags.

To mark the 50th anniversary of the 1970 concept double album, Jesus Christ Superstar, it has today been announced that a variety of special anniversary edition albums will be released September 17. This landmark release, which includes full cooperation from the creators Tim Rice and Andrew Lloyd Webber, features an array of exclusive demos, commentaries, interviews and much more.

In 1970, Tim Rice and Andrew Lloyd Webber released Jesus Christ Superstar as a concept double album. It became a massive global best-seller, topping the US Billboard Top LPs chart in both February and May 1971, as well as ranking at number one in the year-end chart. By 1983, the album had sold over 7 million copies worldwide.

However, the journey to international success was far from straightforward. As unknown names in musical theatre, Tim Rice and Andrew Lloyd Webber were unable to find a producer willing to stage their ambitious idea for a religious-themed rock opera. Eventually, they persuaded MCA records to let them record the score first. Using a full orchestra, and with the outstanding talents of Ian Gillan, Murray Head, Yvonne Elliman and The Grease Band, they created a masterpiece that revolutionized the form of musical theatre.

Within a year of its chart success, stage productions of “Jesus Christ Superstar” began to appear all over the world, leading to record-breaking runs in the West End, a hit Hollywood film, Tony nominations and Olivier Awards. Its influence and impact have not diminished: in 2018 the NBC live production of the show, starring John Legend and Sara Bareilles, resulted in Emmy Award wins for Rice and Lloyd Webber (thereby making them two of the 16 people in history to have won an Emmy®, a Grammy®, an Oscar® and a Tony®).

Andrew Lloyd Webber said, “A musical about Jesus Christ! Back in 1969 the mere thought had theatre producers falling about with laughter.  But somehow Tim Rice and I persuaded MCA to record a single. It came at a time when fusion was all the rage. The Rolling Stones had recorded with the London Bach Choir. Deep Purple’s Jon Lord composed a symphony for rock band and orchestra. So I was like a kid in a sweet shop when I was able to combine a rock band, a symphony orchestra and a gospel choir in what was the first track to be recorded, simply titled Superstar. Overriding everything was that we were telling our story in sound – and sound alone. We had none of the visual elements of theatres and film to fall back on. A cast-iron musical and dramatic structure was the key. Dialogue had no place on a record, so music and lyrics had to carry everything. In truth, we were writing a musical radio play. Ultimately, this gave us one enormous advantage. Audiences came to know our recordings so well that no future director or producer could add musical passages for scene changes or tamper with the construction. The score had become set in stone.”

Tim Rice stated, “I have nothing but fond memories of the writing and recording of Jesus Christ Superstar. We were incredibly lucky; we had a record company and a management team who were willing to take huge risks. Not just in terms of belief in our idea but also in terms of providing a budget to fulfil our musical vision which brought together a rock band, a full orchestra and not just one but two separate choirs.” He added, “I’m incredibly proud and grateful to have been part of it all, perhaps more now at 76 than I was at 25.”

Rock & Roll Hall of Fame inductee and three-time Grammy Award-winner Nile Rodgers has commented on the impact of the musical through his career, stating “Jesus Christ Superstar permeated every part of our lives then. It was a cultural explosion, like an earthquake or asteroid crashing…with Tim, he made a genius work in Jesus Christ Superstar, which was as revolutionary to hippies as Miles Davis’ Bitches Brew was to jazz.”

The special anniversary editions are a celebration of the original 1970 concept double album and its continued success spanning 50 years. With the new editions all having been re-mastered at Abbey Road, fans have a great selection to choose from. There is a 10×10” 3-CD Celebration Box Set with exclusive unreleased material, as well as a 100-page hard-back booklet. Inside, fans can dive into interviews between Lloyd Webber and Rice, essays from famous figures including Nile Rodgers and Matt Berry, the 1970 lyric book, memorabilia from Tim Rice’s personal collection and more.
